RULES AND REGULATIONS OF ST. CHARLES SOCCER ASSOCIATION INC.    (“SCSA”)

     

1.            Objects

 

The objects of the Association are:

 

(a)       To foster and support the development of organized youth soccer and Youth soccer players in the area of St. Charles Soccer Association (the “Association”) area, as defined by the Constitution of the Association (the “Association Area”).

 

(b)               To govern the playing of organized soccer at the youth age level in the of the Association Area;

 

(c)            To foster the development of qualified soccer coaches and referees to serve the Association.

 

(d)       To do the aforementioned in full liaison with other youth soccer Associations of Winnipeg and in concert with the objects of the Winnipeg Youth Soccer Association and Manitoba Soccer Association.

 

2.            Affiliation

 

2.1            SCSA shall be affiliated with the WYSA and MSA.

 

3.         Fees and Finances

 

3.1       Each member club shall pay to the Manitoba Soccer Association an affiliation fee as may be established by the MSA at is semi-annual meeting.

 

Each member club shall pay to the SCSA an affiliation fee as may be established by the Association at its semi-annual general meeting.

 

3.2             Member clubs shall pay to the Association prior to May first each year, a registration fee as determined by the Association for each team registered with the Association. Where:

 

3.2.1       The Association runs the mini soccer or house league programs for divisions U15 to U12 in a portion of the Association Area, the Association will assess Fees for Mini teams each year; or

3.2.2       If a Member of the Association runs the mini soccer or house league programs for divisions U15 to U12 in its portion of the Association Area, the Member will assess Fees for Mini teams each year.

 

3.3       The Association shall pay to WYSA an annual play or team fee as per WYSA requirements.

 


3.4       The Association shall pay to WYSA/MSA registration fees for PTSC Teams participating in City/Provincial championship competition respectively, and registration fees only for inter-Provincial competition.

 

3.5       All teams shall be responsible for entry fees, if any, for all association tournaments, cup matches, or inter-Association cup or tournament play.

 

3.6       The Association shall make available a minimum amount of fifty dollars to any Association Community Centre that operates a youth soccer tournament. Payment to be made only after written application by the community centre soccer convenor.

 

3.7       Referee fees will be assessed by the Association based on a fee schedule as approved by WYSA/MSA and all accredited referees will be paid by the Association based on this fee schedule.

 

4.         Age Group

 

4.1       The following categories shall be recognized for Association, Provincial, Inter-Provincial and National competitions:

 

U18- player becomes 18 years of age during the current year;

U17- player becomes 17 years of age during the current year;

U16- player becomes 16 years of age during the current year;

U15- player becomes 15 years of age during the current year;

U14- player becomes 14 years of age during the current year;

U13- player becomes 13 years of age during the current year;

U12- player becomes 12 years of age during the current year;

U11- player becomes 11 years of age during the current year;

U10- player becomes 10 years of age during the current year;

U9-   player becomes 9 years of age during the current year;

U8-   player becomes 8 years of age during the current year;

U7-   player becomes 7 years of age during the current year;

U6-   player becomes 6 years of age during the current year; and

U5-   player becomes 5 years of age during the current year.

 

5.            Registration

 

5.1       All players must be registered on age appropriate registration forms supplied or approved by WYSA/MSA.

 

5.2       Proof of age shall be the responsibility of the club convenor each year. Discrepancies may result in the forfeiture of all games played, involving that player.


5.3       Players conforming to Article 5.1 and 5.2 must be registered 24 hours before league games. This condition also applies to players signing forms to play in a higher age group.

 

5.4       All players in Div. U9 to and including U12 must register at their home Community Centre and may then be placed on any club team with the Association. Except as provided herein, Div. U18 to and including U13 players must register at designated sites as determined by the Association from time to time. All players domiciled (as defined by the rules of WYSA) within the boundaries of Charleswood Youth Soccer Association (“CYSA”) must register with CYSA during its registration.

 

5.5       No team shall have more than 18 registered players at a time, except as provided for in Article 14.9.

 

5.6       Movement of players from one team to another within a club excluding age advancements, shall be prohibited, except that if a team disbands, application to the Executive Committee for relocation of the players may be made until June 20th of the current year.

 

5.7       A zone shall be the areas as defined in the Article 5 of the Association By-Law unless, in extraordinary circumstances and then only for the then current outdoor or indoor soccer season, as applicable, WYSA/MSA or the Association Board has specified otherwise.

 

5.8       Association Zoning shall be in effect for all age groups from Div. U18 to and including Div U11.

 

5.9       Any registered player released by a club must report to the nearest club in the Association requiring his/her services.

 

5.10    The Association Registrar must furnish to the City Registrar the WYSA/MSA portion of the Registration form at the time and place required.

 

6.            Transfers

 

6.1       No transfers out of the Association shall be allowed unless no competition within that age group is offered within the Association.

 

6.2       An inter-Association transfer may be granted at any time by the WYSA Executive Committee upon evidence that the player has moved from the Association within which he was originally registered and the player requesting transfer ahs fully complied with the rules and regulations of WYSA relating to inter-Association transfer. The onus for compliance with the rules and regulations of WYSA relating to inter-Association transfer is upon the player requesting the inter-Association transfer.

 

6.3       No releases/transfers between Community Centre teams or Premier teams will be permitted after August 20th of the current year, and no inter-Association transfers will be permitted after July 31st of the current year.

 


7.         Age Advancement

 

7.1       Clubs operating more than one team may occasionally utilize the services of a player registered in a lower Division or in a lower Age Division. The following provisions must be met:

 

a) The permission of the coach of the lower Division or Age Division team must be obtained.

 

b) The name of the player from the lower Division or Age Division must appear on the game sheet with appropriate designation.

 

c) Community Clubs that don’t have a lower Division or Age Division team may utilize the services of their own club players transferred to a lower Division or lower Age Division at another club within their Association.

 

7.2       A player is allowed five (5) games in a higher age group without registering, in league play. A maximum of three (3) such players will be allowed for any one game.

 

7.3       No player shall be permitted to advance to a higher age group for league play or championship playoffs unless he/she has been formally registered.

 

7.4       No player shall be permitted to advance to a higher age group if a team exists at his/her age appropriate category at the Community Club or Association level of play.

 

7.5       No player, regardless of age, shall be allowed to play in a lower age group than that in which he/she is registered.

 

8.         Match Schedules and Regulations

 

8.1       The Association shall be responsible for scheduling games in leagues organized under its immediate jurisdiction, and shall ensure that games arranged by the WYSA/MSA shall have equal preference.

 

8.2       All games shall be played  as scheduled. Unless the owner of the field has declared a field to be unplayable, the referee shall be the only authority to determine if a game shall be postponed due to weather and/or field conditions. In this event, the convenor shall arrange a new date.

 


8.3       The team defaulting a game shall lose the game and points, and shall be assessed referees fees for that game, providing the official referee is present at the field. The Executive Committee shall define a defaulted game after details have been presented to the Association.

 

8.4       Should a team withdraw from the league, thereby failing to complete its schedule, its entire record shall be declared null and void. All of the Team Bond/Registration Fee will be forfeited.

 

8.5       All games shall be played in conformance with the C.S.A./MSA Code of Conduct.

 

9.            Substitutions

 

9.1       There may be unlimited substitutions in all games U18 to and including U9. 11. No more than three (3) substitutions may be made at any one time.

 

9.2       Substitutions may only be made with the consent of the referee, during play stoppage, and except for injuries or at kick-off, only the team having possession of the ball may initiate substitutions. The team without possession of the ball may then follow suit.

 

9.3       No substitution is allowed to replace a player who has been ordered from the field of play for misconduct.

 

10.            Penalties, Protests and Appeals

 

10.1    All games shall be played in conformance with the WYSA/MSA Code of Conduct.

 

10.2    Protests and appeals arising from events associated with games played under auspices of the Association shall first be dealt with by the Association within seven (7) days, with the right of appeal to the WYSA/MSA Discipline Committee.

 

10.3    The WYSA By-Laws rules governing appeals procedure shall govern appeals from and within the Association.

 

10.4    The Association Discipline Committee shall administer the WYSA/MSA Code of Conduct, undertaking hearings and applying the penalties specified herein.

 

10.5    Member Clubs and/or teams may be barred from league play of any breach of Article 5.


11.            General Rules

 

11.1    Except as amended within these rules or the rules of WYSA, the rules of the game are those of the Canadian Soccer Association (C.S.A. Inc., 1923), current edition. Where there is no rule to govern a particular situation, the rules of WYSA. MSA and CSA shall govern and shall take ascendance in that order.

 

11.2    Each coach or manager must have his certified team players list available at each game. Picture identification cards for players, stamped by the Association and WYSA, shall be available for inspection by the assigned referee (Div. U18 to and including Div. U11).

 

11.3    No games shall be considered an official game unless at least eight (8) players of each team take part at the commencement of the game. Team(s) will be allowed a period of fifteen (15) minutes of "grace time" (5 minutes in mid-week games in the fall) to acquire sufficient players to start the game. At no time may the number of active players on the field of play be fewer than seven (7). The team with fewer than seven (7) players, for whatever reason, will forfeit the game. In this case, the points will be awarded to the remaining team.

 

For Indoors, no game shall be considered official unless at least four (4) players of each team take part at the commencement of the game. The team with less than four (4) active players on the court of play will forfeit the points.

 

11.4        Any team playing an ineligible player shall forfeit the game and the points shall be awarded to the opposing team. Such games shall not be replayed. The Association and/or the WYSA Discipline Committee shall deal with any team, coach, other official or parent participating in a  scheme that results in a team using an ineligible player.

 

11.5    If at the end of league play or cup competition two or more teams are tied, the following tie breaking criteria shall be applied:

 

a) Wins and losses between or among the tied teams;

 

b) Least goals against in games between or among the tied teams;

 

c) Most wins in league or round robin play;

 

d) Goal difference; goals for minus goals against in round robin play, with a maximum of five (5) goals difference per game;

 

e) Tie breaker games played to resolution with overtime and penalty kicks.


11.6    The home team shall provide a match ball, but both teams must have available reserve balls in good condition. The referee has the final decision on the suitability of any ball.

 

11.7    In case where colours or uniforms are similar, the home team shall change.

 

11.8    The home team is responsible (through its Community Club or the Association) for the correct marking of the field and for the provision of corner flags.

 

11.9    No game shall be considered an official game unless at least two-thirds of the scheduled playing time has been played. In playoff or cup competitions, games will normally be played in their entirety.

 

11.10Teams not having an adult of the same gender, will result in the game being cancelled and points awarded to the opponents (grace time will apply as with the players).

 

12.            Playoff and Cup Competitions

 

12.1    All games shall be played in conformance with the WYSA/MSA Code of Conduct.

 

12.2    Each age group shall play a spring schedule of not less than 12 games. Points will be awarded as 3 points for a win, 1 point for a tie. Tiebreakers in league play or playoff competition will be applied in accordance with Article 11.5. Association champions must be declared by July 1st of the current year. From time to time situations may prevail where teams will play less than twelve (12) games.

 

12.3    Teams not competing in City Championships shall compete for the Association championships.

 

12.4    Association championships in each group shall be played by October 10th of the current year. Cup finals shall be one game. In the event of a tie, teams will play two 10-minute overtime periods followed by a shoot out to determine a winner. The "Golden Goal" rule shall be in effect.

 

13.            Trophies and Awards

 


13.1    Trophies and/or cups awarded by the Association, are and remain the property of the Association. Teams winning trophies or cups shall be entitled to retain these until May 1st of the year following. The member club shall be responsible for any loss or damage while trophies are in their custody. Trophies must be returned to the 2nd Vice-President of the Association.

 

13.2    Gold and silver medallions may be given to individual players on teams which win their division or cup final. The Executive Committee shall decide each year whether these awards shall be made.

 

14.            Association Club Teams (Portage Trail Soccer Club)

 

14.1    The Association shall register the Portage Trail Soccer Club (“the PTSC”) with the WYSA/MSA.

 

14.2    The boundaries of the PTSC will be the boundary as determined by WYSA and will include the boundaries of the Association.

 

14.3    Premier Teams and Regional Teams (as each is defined by WYSA) may be formed from U13 to U18, numbers permitting.

 

14.4    All registration requirements of these by-laws must be met for all PTSC.

 

14.5    The Portage Trail Management Committee will select the coaches and managers of the PTSC Teams.

 

14.6    Open tryouts will be held for all PTSC Teams (Premier and Regional) , with final team selection being the sole responsibility of the appointed coach and manager of each team.

 

14.7        Player registration fees will be set by the Association, and any fee to another club will be forwarded to the Association for all players on the final roster of the PTSC Teams or may be refunded to the other club when the player has paid the PTSC fee to the PTSC team. Any fee owing above this amount will be paid by the player directly to the Association. Except with the written permission of the Association President and the PTSC President, a player cannot play for a  PTSC Team until the PTSC player registration fees have been paid.

 

14.8    PTSC Teams may not carry more than eighteen (18) players and the rules of WYSA concerning the number of players carried on a Premier and Regional team until August 1st in each year shall apply to divisions having teams of the same gender in the Premier and Regional program. The roster limits include two (2) goalkeepers.

 

14.9    The Association will provide balls, nets, flags, and uniforms for each PTSC Team. All equipment and uniforms shall remain the property of the Association. At the conclusion of a season, the Executive Committee may approve the dispersal of the uniforms to the team members.

 


15.            Referees

 

15.1    Referees for all league and playoff games shall be appointed by the Association.

 

15.2    The referee shall have complete authority over the playing of any game. No person shall interfere with the referees in carrying out their duties. Any infringement of this rule may be reported by the referee to the Discipline Committee of the Association, and the committee shall have the right to deal with the matter to the fullest extent of its power, including suspension of players, coaches or parents, awarding of the game, or referral to civil authorities.

 

15.3    Any team official or Association member may file a request to the Referee‑in‑Chief of the Association for an evaluation or re-evaluation of any referee under the jurisdiction of the Association.

 

15.4    In recognition of the contribution of competent refereeing to the game of soccer, the Association and its members shall strive to provide the most competent refereeing possible, by means of training programs and a system of accreditation to be recommended by the Referee-in-Chief and approved by the Executive, including the making of arrangements with the Manitoba Soccer Association.

 

15.5    Referees shall be accredited. They shall be at least two years older than the age level of the teams they referee.

 

15.6    The Referee-in-Chief/Assignor will notify the Convenors of the Community Clubs in any case where a referee is to be suspended for any and all games.

 

16.            Coaches

 

16.1    The Association recognizes and encourages the need for qualified coaches.

 

16.2    The Association leaves the selection and training of coaches to the member clubs. Training and certification requirements must be in accordance with C.S.A.\MSA/WYSA policy.

 

16.3    The conduct and qualifications of coaches will be governed by directives that may be issued by the Association Executive Committee from time to time.


   APPENDIX "A"

 

Definitions

 

The Association recognizes the need for definite meaning of words and phrases used in the Constitution. The following is a brief list of the more important terms/phrases in use, and their interpretation.

 

1.         Age Group

 

See Article 4.1.

 

2.         Age Group Convenor

 

Appointed by the Association. This person is responsible for the scheduling and record keeping of all teams in one age group.

 

3.         Age Group Division

 

If there are more than four (4) teams in an age group, they will play each other exclusively in the spring schedule. A division winner will be declared. Age groups with more than one division may have playoffs through the concept of cross overs in order to determine a Association League or Cup Champion.

 

4.         Club

 

A group of two or more teams operating from one base, specifically, a Community Club or CYSA.

 

5.         Club Convenor

 

The person who acts for a Community Club as their Soccer Director or the appointed or elected representative of CYSA.

 

6.         Club Delegate

 

As per item 6, a Club Delegate is a member of the Association Executive with voting privileges.

 

7.         Club Team

 

Up to eighteen (18) players registered on a team roster.

 

 


8.            Community Centre/Club

 

As defined by the City of Winnipeg Recreation Committee.

 

9.         Cup Final

 

Final game played at end of schedule to determine the Cup Champion.

 

10.       Cup Match

 

Series of games played in such a way as to determine a winner, usually done after league play is finished.

 

11.            Directives

 

Policy statements issued by the Association executing, explaining or directing the way things should be done.

 

12.            Association

 

The St. Charles Soccer Association.
13.  CYSA

The Charleswood Youth Soccer Association.

 

14.            Member Club

 

Any Club operating soccer teams within the Association boundaries and in accordance with By-Law 8 of the Articles.
